Preheat oven to 200 degrees. Divide the chicken, rub it with salt and pepper. Roll each piece in flour.
Fry the chicken in a frying pan in olive oil with the peel down for about 5 minutes. Then turn and fry for 5 minutes on the other side. Put the chicken on a plate.
Drain the oil and dry the pan with a paper towel. Pour fresh oil. Now over low heat, fry the chopped onion until golden brown (10-12 minutes). Add chopped garlic, lemon zest and rosemary, cook another 2 minutes.
Pour in broth, lemon juice, add honey and bring to a boil. After that, place the onions on a baking sheet, place the chicken on it and pour the liquid from the pan over it. Pepper and salt to taste. Bake the chicken in the oven until cooked, periodically checking it (about 45 minutes in total).
